Breaking connectivity at the IP layer is Evil. Breaking connectivity at a
application level gateway (firewall) is Security.

There are reasons to force clients to use proxies. If this breaks the
Internet, should we try to point out exactly what the problem is and come up
with alternative solutions? If yes, is this part of WREC work?
