The agenda for a second BOF is normally (or should I say...what happens at
a second BOF is normally):
10 min hello hello, how fun we have here at....
20 min oh, yes, we all agree about what we should do...
60 min ...EXCEPT for this detail....
5 min (in total panic) we are running out of time
10 min charter bashing (5 of those in overtime)
I.e. the more you are prepared, the better. Save the charter bashing to the
end, after the discussion of things you don't agree on.
I would suggest you prepare a charter _before_ the meeting, and that the
BOF chair try to see what parts of that have to be discussed. At the BOF,
present the charter briefly, and discuss those issues you don't agree on.
Test consensus on the updated charter, find a guy that will update the
charter, and voila, you are done.
The rest of the BOF -- if you have time, can be used to start working.

In theory there is no difference between theory and practice,
but in practice, there is.
