I'm not going to answer your questions, but they triggered a remark:
somewhere in the DNS section SONAR is mentioned (as an expired draft).
This reminds me that IBM is working on something called Narwhal for
I2-DSI. I don't know how far that is, but it is something to discover
the "nearest" replica (like SonarDNS). It requiries a mod of the
client's TCP stack or can be used at a proxy. There was a paper on it at
Inet99, see http://www.isoc.org/inet99/proceedings/4g/4g_3.htm.
