You should have a look at Pharos, which is very close from what you
want: it is made of a personal proxy able to insert/display comments
and ratings about Web pages. People can share comments that
way. Comments can also be inserted/displayed through Web pages for
people who don't have the personnal proxy. I am using it, and I find
it very convenient.
