WPAD and WREC

Let me just clarify a few things with regards WPAD.

I am hoping Keith or Patrik will correct me if I'm wrong but, as I
understand it, an individual submission can, as already stated, move along
the standards track. However, in the case of WPAD, I would expect the IESG
to judge - as they often do - that the work is closely enough related to a
currently running WG to have them push the document towards that group for
review.

I believe that Brian Carpenter said this albeit less explicitly at the
first WREC meeting.

Secondly, WPAD *is* within our charter in the same way as WCCP is or I have
grossly misunderstood our milestones:

* Mar-99 First issue of I-Ds on existing caching / replication protocols

i.e. it was our goal to have the various vendors document their respective
protocols as internet-drafts for comment by WREC and possible future
submission. When we discuss this part of our charter, it was both a part of
the documentation of existing practice and, in a way, to draw a line under
existing practice before starting on our own new protocol developlment work
- if that was deemed appropriate.

WPAD was certainly discussed explicitly in Orlando and in Minneapolis.

I therefore propose that WREC reviews this document and provides comments
to the authors. Whether or not this is standards track is not, I believe,
our (WREC's) decision and I defer to Keith or Patrik to what is most useful.
