It is a small difference and perfect normal in the IETF I assure you.

The version you list is very old, I'm not sure where it came from. At the
moment we are concentrating on getting both the taxonomy document finalized
and the research issues document to a stage where we can review it. There
is also a non-chartered document on known problems which the group chose to
separate from the research issues document after it became clear in
Minneapolis that there was confusion.
After the Oslo meeting, I consider taxonomy document nearly ready and the
next issue to be the final one. The re-chartering cannot begin until these
three documents are either submitted or otherwise nearly ready since they
will, in themselves, form the foundation of any future work we undertake in
this group.
