GN is an extremely old (1995) gopher/WWW server
I have alerted the maintainer to update the code,
this is not run as part of ISI's primary web service,
it is on an experimenter's system.
Unless we see this bug in a current server, it might
not be worthwhile putting it in the bugs list, though.
ISI's primary site for IDs and RFCs is:
ftp://ftp.isi.edu/
The rfc-retrieval.txt file clearly indicates this,
and does not indicate an HTTP site at ISI, because ISI,
as a whole, does not maintain one. (there may be some additional
irony in using an unlisted site to find an RFC that describes
a protocol that the site fails to implement correctly).
