One can argue how long a persistent connections should stay alive, and
server implementations may vary this time period based on their
actual load, but I don't think that the necessity of persistent
connections should be a question at all. Both server and client initiated
persistent connection closes are detailed in HTTP/1.1 - so there is a
standard method which could be used by both client and server
implementations.

In my opinion, fully disabling persistent connections might help in some
cases from the application point of view, but may result in an unexpected
load on the OS level.
