FYI, I've submitted an I-D for surrogates just now, so that there's
something to discuss at Pittsburg if there is indeed a BOF.
This document is actually quite old, and was the basis for my presentation
at Lisbon; I'm currently reworking it to reflect some more recent thinking
and discussions (so don't be too alarmed by what you see there ;).
