I'd like to draw everyone's attention to this.

The document has gone through a fairly major edit and I'd be grateful if
folks (*especially* if you're a contributor) would take a look and check
that it makes sense. If you have comments please make then *now*. The
reorg is based on the discussion in Pittsburgh; if you think something
should come back out of the appendix please let us know.

It would be useful to have a final draft done before the cutoff date for
this IETF (24th November in this case).
