I think that splitting the design into these components is a good idea; it
also helps to solve a potential issue with the draft: in the invalidation
scenario, both "push" and "pull" scenarios are covered. However, for the
other payloads (e.g. tagging for prefetch) this isn't discussed. By
separating the distribution of messages from message content, this issue
goes away.
